            摘要:成都嘉祥外国语学校作为一所享誉全川的优秀民办小学, 每年吸引着全省各地甚至全国各地的优秀学生作为转学生或插 班生前来就读。 但由于目前我国各地小学英语教育发展的严重不 均衡,尤其是公办和民办校之间的不均衡,进入我校就读后,英 语就成了大量语数特别优秀的孩子的拦路虎。 本文将以成都嘉祥 外国语学校为例, 以特殊班级制策略为出发点来探讨我国民办名 小的英语教学策略。 以期为此类学校的英语教学改革和提高学生 学习效率起到抛砖引玉的作用。 关键词:民办名小 语教学 嘉祥外国语 转学生 特殊班级制 英

            成都嘉祥外国语学校(原成都七中育才学校(东区)小学部) 是一所由成都七中和四川嘉祥实业公司共同举办的、 成都七中教 育集团的第一所民办公助学校。由成都市教育局批准并直接管 理。学校于2003年被命名为四川省先进民办学校。经过九年时间 的发展,目前学校已经发展成为一所以衔接教育为亮点、艺体外 语特色、数学特色突出享誉全川的一流民办小学。一方面出于学 校的生存发展需要, 另外一方面出于很多家长对优质精品教育的 向往,学校各年级每年都会面向全省,经过选拔招收一批语数特 别优秀的学生进入我校学习。 然而由于目前各地小学英语教学发 展极不平衡,英语成了不少进入我校的学生难啃的“硬骨头”, 然而也有部分学生的英语水平又远远超越了同班其他同学而在 课堂上“吃不饱”,这对我校的英语教学提出了极大的挑战。为 了能够更好地解决这一困扰我校师生多年的问题, 我认为从特殊 班级制策略可以得到一些启示来处理好我校英语教学的问题。 一、现状分析 1、我国小学英语教学现状 2008年下半年四川省宜宾市教育科学研究所和乐山师范学 院外国语学院以宜宾市为例对我国目前义务教育阶段的小学英 语教育做了调查研究,报告中得出如下结论:

            前言: 上个月刚从美国探亲回来,这是我第六次去美国了,每次去都会 遇到一些新鲜事,每次回到中国总有些话想说,没有什么系统观

            点,也没有什么倾向,只是一些印象,说出来给大家添一些谈资 而已。 美国的教育体制 我没有对美国的教育体制做过广泛、深入调查,只是对几 所学校有所接触,有些模糊的了解。我第一次去美国是到纽约长 岛三 H 地区一所高中访问, 在那儿我们呆了近两周, 上课、 听课、 座谈,活动安排的满满的。美国的高中是四年,从九年级到十二 年级。在体制上和我们完全不一样,概括地讲:“班级是没有的, 年级是模糊的。”在美国实行的也是班级授课制,二三十人,三 四十人在一个教室内上课,这和我们一样,但是美国的班级是不 固定的,这节课是一个群体,下节课学生群体就打乱,又形成了 另一个群体。这么说吧,我们这里有几年级、几班的概念,比如 高一年级五班,或高三年级四班。在美国没有固定班级,没有班 长、班委会、团支部、班主任。原来美国学生手里的课表不是一 张表格,而是一个本本,课程相对稳定,比如高一年要开设语、 数、外、社会课、自然课等等,还有大量的选修课、家政课、建 筑设计、劳动课(木工、印刷、板金工等等)。课程稳定,但程 度不稳定,比如数学课,分为 A、B、C 三个等级,上哪个等级由 学生自选,如果三个等级还满足不了你的需求,经过考试你可以 跳级学数学,高一年级学生可以选高二甚至高三的数学。这次去 美国正好我的外孙女从小学升初中,暑假经过数学测试,她选上 了高一个年级的数学课。记得我前几次去美国时,我的外孙女还

            在上小学,小学的班级是固定的,但课程也可以选修,我每次送 她去学校,她在班主任那儿报个到,然后到另外一个班级上数学 课。 说美国的班级是没有的,是说没有中国这样的固定班级, 上外语课我选 B 级,和所有 B 级的同学一起学外语,下节课是数 学,我选 A 级,我又和所有 A 级的同学一起学数学了,下节课是 自然,我又换了一批同学。因此班级是不固定的,应该说班级是 没有的。年级是模糊的意思是说,虽然你是高一的学生,你完全 可以选高二、高三的课程,如果高三还不能满足你,学校会请大 学教师给你上课,如此看来年级确实是模糊的。 因为没有固定班级,因此也就没有固定教室,美国的体制 是教室属于老师,一个老师一个教室。下课了,老师不动,学生 走了,比如我是数学老师,这节课是选 C 级的学生听课,我按照 C 级标准讲课,下课了,C 级学生走了,进来的是 A 级的学生, 教师就按 A 级标准讲课。 当我搞清楚这个体制后不禁赞叹美国的 教育体制。我教了一辈子书,一辈子都在处理一对矛盾,因为中 国的班级固定, 这就产生了教学过程中的覆盖面和教学的密度一 对矛盾,所谓教学覆盖面是说有多少同学能完全听懂、接受、落 实这节课内容,所谓教学密度是指一节课讲多少内容,讲多深。 面对固定的班级,教学密度一大,内容多而深,覆盖面肯定小, 讲浅了,密度小了,覆盖面大了,进度又完不成。 老实说,这对教学中的矛盾困扰了我一辈子,一般教学我

            总是取其中,照顾两头,但是不管你怎么照顾,“吃不饱”和“吃 不了”的现象总是发生。 美国的这样体制解决了教学过程中的这对矛盾,可以按学 生 A、B、C 三个程度讲课了,加强了教学的针对性,但同时带来 一个管理和教育的问题。 美国没有固定班级, 也就不设班主任了, 在管理上一个年级一个主任,学生多了可以设两个,这种管理远 不如班主任得心应手。美国高中生有许多问题要管理,听课、作 业、旷课、恋爱、斗欧现象时有发生,我们和美国年级主任座谈 时,介绍了中国的学校教育、家庭教育、社会教育三位一体,共 同工作的方法时,他们十分羡慕中国的班级管理制、班主任制, 他们也认为教育学生做人、成材是第一位。 最后再说说一个老师一个教室的故事。每个教师有自己的 个性,教室的布置充分体现了教师个性。我在纽约长岛时一个西 班牙语教师的教室里摆满了北美、西班牙风情帽子。在西部达拉 斯一所小学里,一个低年级老师喜欢壶,教室展架上摆着形态各 异的茶壶,另一位女教师喜欢龟,教室里摆了许多大在小小、各 种材质的乌龟。 文章引用自: 义务教育阶段小学英语教学现状的调查报告

            摘 要:小学英语课大面积开设已是不争的事实。到底开设的实 际情况如何?存在什么样的问题?有哪些困难?为了全面了解我 市义务教育阶段英语教学的现状,2007年9月开始,受宜宾市教育 局委托,通过访谈、问卷、听课的方式,对宜宾市义务教育阶段小 学英语教学的现状进行了调研。可以用几句话来概括:领导决心很 大,家长期望值很高,学校校长困难很多;唯有进一步规范小学英 语教学,加强小学英语师资队伍建设,完善教学水平评价体系,才能 有效提高小学英语教学的质量。

            一、引言

            我国小学开设外语课的设想由来已久。1992年教育部颁布《九 年义务教育全日制小学、初级中学课程计划(试行)》,提出“有 条件的小学可开设外语课”,“小学高年级可以开设外语课”,但并 未完全对此做出具体要求。原国家教委基教司(1997)25号通过的 《全国中学外语教学座谈会纪要》也提出:“有条件的地区,在切 实解决了师资及中小学外语教学衔接问题的前提下,在小学的中、 高年级课开设外语”。2001年2月,教育部发布的《关于积极推进小 学开设英语课程的指导意见》明确决定:小学开设英语课程是21世 纪初基础教育课程改革的重要内容。该文件还提出了推进小学开设 英语课程的基本目标是:2001年秋季开始,全国城市和县城小学逐 步开设英语课,2002年秋季,各地乡镇小学逐步开设英语课程,小 学开设英语课程的起始年级一般为三年级。在这一形势下,宜宾市 2002开始在部分条件较好的小学开设英语,到2006年秋季全市开设 了英语课的学校达到372所,在全市小学英语课程逐步走向普及之 际,受宜宾市教局委托,笔者从2007年9月开始,通过访谈、问卷、 听课的方式,对全市义务教育阶段英语教学的现状进行了调研,并 对全市小学英语教学诸多方面的情况进行了描述性研究,旨在找出 小学英语教学中存在的主要问题,并对下一步小学英语教学和管理 提出合理化建议。

            二、调研内容设计

            (一)调查内容

            本次调查涉4大类31个小项。调查的内容主要包括:英语课程的 设置(课型与课时)、师资情况、教材使用、课堂教学方法、评估 方法、教学设备、教学管理、学生学习英语的动机与兴趣、方法与 效果等。

            (二)调查对象及方法

            我们对宜宾市九县一区23所小学和参加小学英语培训班的88名 教师进行了调查。调查采取了问卷调查和座谈的方式。此次发出问 卷88份,收回84份,回收率95.45%。又对教研人员、学校主管英语 教学的领导进行访谈和问卷调查,并征求了专家意见,对问卷进行 修改,使之基本能够反映我市义务教育阶段英语教学的现状,其结 果真实可信。

            三、调查结果分析

            (一)开课率低,开课面窄

            2006年秋期宜宾市全市有372所小学开设了英语课,仅占全市 1976所小学的18.82%。其中,三年级起始的365所,占开设学校的

            98.1%,一年级起始的7所,只占学校总数的1.9%;而区县城关镇 所在地的小学几乎都是从三年级开设的,而中心校以下的村小开设 英语课程的学校极少。有的学校虽然将英语排上了课程表,但实际 没人上课,课时被语文、数学等考试学科挤占了;有的学校刚开学 时有英语课,不久就停了;有的是班主任兼课;有的即使是乡(镇) 中心校也至今未开英语课。

            从上表可以看出,七年级开设英语课的学生有83147人,六年级 却只有48338人,相差34809人,占41.8%。一句话,开课面低。小 学一、二年级相加8671人,只占三年级学英语学生数的16.7%。导 致开课率低的主要原因:一是由于人事制度限制,英语教师编制严 重不足。据不完全统计,我市总共需要专业小学英语教师1485人, 而实际只有637人,缺口多达848人(统计到村小一级),占57.1%。

            二是小学定点布局调整,大部分小学变成包班或复式班。

            (二)课时不足

            宜宾市小学英语课时开设严重不足。88.62%的学校周课时为2 课时,周课时为3节的学校仅占11.38%。接受调查的教师普遍反映 课时不够,这与语文课程的情况形成较大的反差。由于班额过大, 人数过多,课堂操练不到位,容易导致学生掉队。

            (三)师资弱

            小学英语课的教师大部分并不是师范院校英语专业毕业的,而 是各类高校其他专业多余的教师临时培训出来的,还有相当部分是 中专生、高中生等,少量是非师范类的高校学生临时借用的(未经 过英语师资班培训考试合格,甚至没有接受上岗培训)。在这些临 时培训、借调出来的教师中,大多数英语专业素养和教育教学水平 远达不到合格的小学英语教师的水平。由于小学英语教师水平不高 使初中的英语教学出现“负迁移”问题,也就是许多初中老师说的学 生在小学阶段“学比不学更糟糕。”

            师资弱的主要原因包括一下几点:(1)教师学历达标率极低。 部分小学英语教师并非科班出身,他们往往经过短期的培训就“走 马上任”,还有一些“懂点英语”的其他学科教师兼职从事小学英语 教学。(2)教师教龄短、缺乏教学经验。宜宾市小学英语教师平 均教龄5年,只有1-2年教学经历的教师占总数的43%,有6年以上 教龄的仅占21.55%,甚至还有78.43%的教师从未教过英语。(3) 小学英语教师工作量过重的现象十分普遍。全市城区53.35%的小 学英语教师周课时在20节以上。小学英语教师人均课头(跨年级任 课)2-3个,人均周课时21节;乡(镇)教师人均课头3-4个,人 均周课时17.95节;甚至有的教师竟担任5个课头,30多节课。繁重 的工作量使教师不能针对学生的特点安排与之适应的课堂教学活

            动。(4)我市小学英语教师队伍极不稳定,流失太大。2005年秋 107位教师参加了宜宾市市级小学英语教师培训,2006年仅有65人 参加培训,而这65人中参加过2005年培训的仅有16人。就像有些参 加培训的教师说的那样“现在在此参加培训,明年就有可能不再教 英语了”。教师队伍的不稳定使培训效果较差。

            (四)教学设备严重不足

            农村学校经费严重不足,电教设备远远满足不了新理念下小学 英语教学的需要。全市所有小学只有1所有语音室,大部分学校没 有录音及视听设备以及相应的软件资料。从调查中可以看出,我们 仅有一些质量差、已老化的录音机和幻灯机,而基本没有其他常用 的设备。

            四、结论

            (一) 英语课程开设不规范,小学与初中的英语教学严重脱节

            目前有的小学开设英语,有的学校没有开设,起点不一,造成 入口水平参差不齐,初中英语教育不得不“从零开始”,导致本来就 有限的资源重复浪费。也就是说95%左右的学生小学毕业时的英语 级别达不到2级英语水平;85%左右的小学生毕业时英语水平仍为0 级,这是如果再选用衔接点高的英语教材将会有大量的学生掉队。

            (二)课时不够

            按照课程计划小学英语每周2课时、初中英语4课时,远远不能 满足现实教学需要。这样有的学校无法完成基本的教学任务,更不 用说关注学生差异发展了。 因此, 小学英语课程设置流于一种形式, 仅仅当成部分特色学校创牌子或吸引眼球的摆设。

            (二) 教材不配套,难度和梯度大

            我市小学广泛使用的英语教材是《新标准英语》,初中使用的 是《新目标英语》,教材衔接的不是很好,老师觉得跨度太大,学 生学习比较吃力,教学效果不尽如人意。同时,新教材梯度大,词 汇量大,复现率低,语法编排不系统,严重挫伤了学生学习英语的 积极性,也影响了教师授课的质量。这在高年级表现尤为突出。

            (三) 教师水平不一,教资水平亟待提高

            现行英语教材对教师的素质要求比较高,而乡镇学校教师多是 兼职或改行教师,多数教师教学方法陈旧,对教材重难点把握不到 位。另一方面,课时不足使教师忙于赶进度,没有时间进行训练和 评讲,教师消极和畏难情绪增大,教师职业倦怠问题严重。

            (四) 学生掉队问题严重

            目前许多学生学习不吃苦,学习习惯不好,学习兴趣不浓,学 习态度也不够端正,厌学情绪严重,掉队现象比较严重。这一问题 主要表现在:书写不规范,单词记忆不准不牢,词形变换能力差, 拼写错误较为严重;学生把握语篇和获取、处理信息的能力不够理 想;语言知识的灵活和综合运用也存在较严重的问题。

            (五) 班额问题

            由于班额量过大,教师平均每人教两个课头(跨年级任课), 每班五、六十人,每周二十多节课。除了上课,教师还要利用大量 的时间备课、批改作业,接受检查,进行听课等。因此,一方面, 教师工作量大,不仅“以校为家”,而且“以家为校”;另一方面,学

            生人数多,课堂操练不到位,口语训练也仅仅是流于形式。

            (六) 教辅资料问题

            由于学科特点,学生除了课本,几乎没有一本相对应的课后练 习评价手册,教辅资料更少,八成以上的农村学校连“课堂活动用 书”都没有征定,就更不要说教学所必需的挂图、收录机、课件了。

            (七)评价问题

            如何提高小学英语学科在小学学科评价体系中的地位?只有把 评价作为杠杆和手段,纳入校长任用考核指标,增加校长工作的主 动性和自觉性,先解决教师和课时问题,才能形成语数外三足鼎立 的局面。

            五、建议

            (一)逐步规范小学英语课程开设

            小学英语课程现在尚处于起步阶段,要使小学英语课程走向成 熟,就必须走规范化的道路。规范化具体体现在:(1)起始年级 的规范化。根据自然语言习得理论和我县的实际情况,逐步实现教

            育部提出的在小学三年级开设英语课程的目标。(2)周课时的规 范化。为了保证教学质量和教学效果,小学英语在课时安排上应遵 循高频率的原则,根据教育部颁发的《小学英语课程教学基本要 求》,小学英语课程应保证每周不少于4次教学活动。(3)课时长 的规范化。心理研究表明,在一般情况下,7—10岁儿童可以连续 集中注意力20分钟左右。因此,在低年级开设英语短课,符合小学 生的心理特点。树立起20+20>40的观念,让学生每天有接触英语 的机会。(4)教材的规范化。理想的小学英语教材应该具备以下 特点:内容与小学生的生活密切相关,符合小学生兴趣的需要;编 排循序渐进,能与初中英语课本较好地衔接;有完整配套的教学辅 助材料(包括录音磁带、录像带、VCD、挂图、卡片、教师用书、 学生练习册、活动手册等);图文并茂、轻松活泼,能激发学生的 学习兴趣,交际性强、活动多样,易学、易教、易于操作。(5) 班级规模的规范化。小学英语课程教学的特点是“在活动中学习, 在学习中活动”。根据小学英语课程教学的这一特点,规模较小的 (30人左右)小班授课形式便于开展活动,便于进行双边和多边交 流,也使学生有更多的机会参与语言实践活动,以收到较好的教学 效果。

            (二)加强师资队伍建设,强化小学英语师资

            调查表明,目前在我市小学英语教师中不同程度地存在语言基

            本功不扎实,教学经验不足,教育教学理论匮乏等问题。地方教育 行政部门应当从英语专业毕业生中选聘小学英语教师,并按要求尽 快给各级学校配齐英语专职教师。对于师资严重缺乏的学校可以采 用公开招聘的方式录用老师,或者鼓励一部分有英语基础的老师先 转岗培训, 再上岗。 同时, 加大对小学英语教师的在职培训的力度。

            小学英语教师的培训主要是英语基础知识和基本技能的培训, 它关系到教师的可持续发展问题;另一项是英语教学理论和教学法 的培训,这关系到教学效率、教学质量是否能够提高的问题。建立 城乡“校对校”教师定期交流制度。组织开展“城区支援农村、强校 支援弱校”送教下乡服务工作,定期选派优秀毕业生和抽调优秀中 青年教师到办学薄弱的农村学校支教;优秀骨干教师定期、轮流到 薄弱学校示教、挂职;薄弱学校的教师到优质学校跟班进修。通过 师资轮换调整,保证学校之间的师资力量和教育水平的相对均衡。

            (三)加强小学英语教研指导

            建立以县(区)教研室为指导、各乡镇中心学校教研组为中心、 各小学为教研实体的三级小学英语教研网络,营造教研氛围,健全 各级教研组织,明确各级职责,完善教研制度,开展各种听课、评 课、说课、备课和同课异构等教学研讨活动,从而促进教师发展。 同时,定期组织小学英语课堂教学研讨会或优质课竞赛,促进小学

            英语教师业务素质的全面提高。积极开展小学英语教师语言基本功 和教学基本技能(粉笔字、简笔画等)规范验收活动,使小学英语 教学逐项规范,逐人过关。此外,为激发学生学习英语的兴趣,各 县(市、区)教研室和各小学可举办少儿英语口语大赛,少儿英语 歌曲比赛或英语诗歌比赛等形式多样的活动。 (四)完善英语教学水平的评价体系 教学评价是指根据教学目标对学生通过教学产生的行为变化做 出价值判断, 为改善和优化教学提供依据的过程。 教学评价能发挥 导向和激励作用,教学无评价,就不能有效地促进学生的学习,必 将严重影响这门课程的开设效果。各县(区)教研室应在每学期期 末考试中增加英语学科的考试,考试形式可分为口试与笔试两种。 口试应从实际出发,采用学生关心的、喜欢的内容和形式,评价学 生口头交流的能力。 笔试的考题要符合新课标精神, 适合小学生年 龄特点,形式要多样,内容要新颖,富有趣味,图文并茂。 六、结束语

            本次调查旨在摸清情况、摆出问题,使有关教育部门及学校更 清楚、更全面地了解宜宾市小学英语课程开设的实际情况,尽早解 决问题,为今后全市小学英语的普及创造条件。
